1977. Superhero activity is rife within the State of New York. And the people are sick of it. Riots and violence run amok and anarchy threatens to take the reign over authority. So the Government does whatever they can to suppress it. The needs of the many and all that...
So what do they do? They ban Superheroes of course. Most superheroes are glad to hang up their capes and costumes. In this time, the struggle of trying to save the world is too great, especially when it doesn't want to be saved. One or two become government sponsored in the hopes people might one day learn to re-accept their class, but it is all but a futile attempt. Sprawled across the walls of darkened alleyways the phrase 'Quis custodiet ipsos custodes?' is written in blood red again and again and again
The Keene act is passed. Order begins to restore. The people settle down. But what happens next? The Police and Government can only do so much. So what happens when you face a threat so powerful, knowing you've destroyed the only thing capable of stopping it?
A new Millennium has dawned. The year is 2010. 33 years ago The Keene Act came into effect, banning all superheroes from using their powers anywhere other than in their own home, and ordering the immediate arrest of anyone who performed an act of Super heroism. Things have quieted down. The riots and violence from within the USA has faded, but there is by no means peace. Civil unrest is once again building. In a time of great Economic hardship and few jobs going around things are worse than they have ever been. The few superheroes that still exists are labeled as Vigilantes, and do their work as secretly as possible, knowing they face certain death under the Keene Act
Facing the threat of a possible war with Russia and China, the citizens of America are nervous to say the least. War will provide jobs and income, but at the cost of millions of lives, especially in an age of Nuclear warfare. And to make it worse a new Super villain has arisen. Calling himself Omega, he seeks to destroy any who stand in his way of global domination. But this is only the beginning. A new wave of evil is arising. But with superheroes still banned, a new generation must, be it willingly or unwillingly, take on the mantle of power and rise up to fight...or they might just die trying. In faded blood red ink across few alleyways in the city streets lie the words 'Quis custodiet ipsos custodes?'
And so a new team is born. One far different from when the Keene Act was passed. So are born...The Watchmen
